Packaging and production residues
Part-filled tins, cartridges and sticky residues need descriptions that account for both the contents and the packaging. Cleaning solvent and contaminated wipes may be separate wastes. Keeping them distinct avoids turning several identifiable materials into one mixture that is harder to treat safely.
Partly cured material
Curing can be uneven, particularly in old or part-used containers. A hardened skin does not prove that everything below it has reacted. We consider the original formulation and the condition of the material without requiring uncertain contents to be opened or mixed for inspection.

Can uncured material remain beneath a hardened surface?
